Official Academic Records 2008


Official Academic Records are required only for applicants for admission to a degree program. Academic records must be issued by the registrar or a records-keeping official from the relevant institution.
Academic records should show the individual subjects studied and the marks or grades received in each subject. Courses and grades must be listed exactly as they appear in the original document.
All foreign documents should pass through an official legalization process to be effective in Russia.
Copies of legalized documents may be enclosed in the application packet. If the original language of the academic records is neither English nor Russian, a notarized exact English or Russian translation must be attached.
Upon arrival in Kazan, originals of all educational documents and their notarized Russian translations (by the Russian Embassy/Consulate in the country of issue or by a Russian notary) must be submitted.

Prices are given in the Russian Rubles (RUR)
Prices include only tuition and/or administrative support.. Expenses connected with accommodation, insurance and various state taxes due to the registration, its renewal and issue of visas as well as possible bank commisssions are not included.
The amount of payment for each following year shall be determined by the Supplementary Agreement to Study Contract. Fixing of the payment amount for each following year, after expiration of this Contract, shall be the University’s right and responsibility. (The payment amount shall be set in accordance with the current prices, changes of the salary of state employees, changes of utility costs, etc.) The Supplementary Agreement to a Contract shall be drafted before the beginning of each following academic year.

Financial assistance

Unfortunately, our University cannot provide financial aid that would cover the expenses of an international student in tuition and accommodation.
That is why all financial questions of your studies and stay in Russia have to be solved before you come to Russia.

Work and study

According to the Russian Law individuals coming to the country in order to study can work here during the vacations. During the academic year foreign students can work only at their spare time and only as support staff at institutions where they study. Thus, a person in no way should count that his work in Russia would pay for all his expenses on tuition and accommodation in the country.

Confirming your financial resources

In some cases the Admissions Dept. of KSU may ask you for additional information on sources of your studies and stay financing in Russia upon the receipt of a preliminary application and before the procedure of official invitation processing is started. This may be a bank confirmation or any other document that would prove funds availability (e.g. a letter of guarantee from a sponsor, scholarship organization or any other institution that may allocate funds.

Scholarships program

KSU does not have its own programs of financial support.
You may apply for the scholarship of the Russian Government if you want to study at a Russian university.
There is program set up by the Federal government in Russia which means that 11 000 scholarships may be granted to foreign students annually. Applications for places for which the Russian Federation awards state scholarships (quota places) and for which tuition fees are not charged must be submitted to the Ministry for Education (Admissions Committee for Foreign Students).
Students who wish to study in the Russian Federation can obtain information and advice from the local Russian embassy or from the Ministry for Education in your country.
The final decision about granting of personal allowance is made by the Special Federal Commission, anyway.
International students receiving the scholarship of the Russian Government do not pay the tuition fee, receive an allowance of about RUR 900 per month (RUR 1,500 for graduate students). They also enjoy a special dormitory rate (RUR 35 and 75 for undergraduate and graduate students respectively).
The student takes care of the medical insurance.

Payment procedure 2008

Tuition payment

Tuition fees are normally paid after arriving in Kazan.
In accordance with the Contract, tuition fees shall be paid as follows:
In Russian Rubles to the University’s bank account as stipulated by the Contract
Within five bank days after signing the Contract unless stipulated otherwise by the Contract
For the entire academic year (or an approved period of studies)
The University shall not accept personal checks or cash as tuition payment.
The Student must present the original documents confirming tuition payment to the University.
Certain contracts may have prices listed in USD or EUROs In this case, contract fees in USD or EUROs shall be billed in accordance with Russia’s Central Bank rate on the date on which the contract was signed or otherwise as stipulated by the Contract. Normally, such contracts are signed with foreign organizations that cover the international student’s study expenses and in cases when tuition fees must be paid prior to the student’s arrival in Russia.

Payment for accommodation

Accommodation is not included in tuition fees. The students must individually arrange for accommodation with either the dormitory administration or a host family. Normally, students pay directly to the host in cash.

Medical insurance

Foreign students are advised to obtain medical insurance in the Russian Federation. Such insurance covers all medical aid and services, except chronic diseases and orthodontics.
Medical insurance is mandatory for all foreign citizens with paid educational contracts at KSU and must cover the entire study period, starting on the day the student registers at the university. It is expected that medical insurance fees will be paid by the student or the sponsoring organization. The cost of medical insurance is about 3000 RUR a year.

There is no need to bring lots of cash with you. It may be preferable to bring a commonly used credit or ATM/debit card (e.g. Visa, MasterCard, American Express) or traveler’s checks.

Pre-university training
(Russian language preparatory course)

All candidates who do not speak Russian are required to participate in the one-year language training course at KSU International Preparatory School. Studies at the Preparatory School are not part of the general University coursework.

The program is designed for training international students with limited or no Russian language proficiency. Candidates are able to enroll in the preparatory course upon presenting proof of eligibility to enter a Russian institution of higher education, including documentation of prior education. Namely, those applying for admission to a Bachelor's, Full-Master’s or "Specialist" program must submit secondary school certificates or their recognized equivalents entitling applicants for higher education. Those applying for admission to a Master's program must submit their Bachelor's certificates. Those applying for admission to a Doctoral program must submit their Master's certificates or "Specialist" Diplomas.
The preparatory program (30 ac. hours per week) corresponds to the state program of pre-university training and includes both Russian courses and training in basic disciplines. The training is provided in the areas of humanities, economics and natural sciences.
In case of successful completion of the program participants receive the State Certificate of Test of Russian as a Foreign Language (TORFL-1 - First degree TORFL test or TORFL-2), which is a prerequisite for paid education at Russian universities, as well as a Certificate from Kazan University listing the courses and hours taken.

There are two variations of the preparatory program:

Complete course of pre-university training

The program is designed for international students with no Russian language proficiency.

Transportation
Directly to Kazan
There is a direct Lufthansa flight to Kazan from Frankfurt, but this route is more expensive than traveling through Moscow. Other scheduled flights to Kazan depart from Istanbul (Turkey), Tashkent (Uzbekistan) and Baku (Azerbaijan).
Via Moscow
The trip from Moscow to Kazan can either be made by plane (from Domodedovo airport) or by train (from Kazanskiy railway station). The duration of the train trip is about 12 hours (sleeper). The most convenient train is called “Tatarstan”.
Flight prices from Moscow to Kazan normally start at 5000 RUR, while train tickets start at 1000 RUR.
Individuals who plan to travel to Kazan through Moscow should note that, if their plane or train arrives in Moscow in the morning, it is possible to leave for Kazan on the same day. Otherwise, it will be necessary to stay in Moscow overnight.
If you advise us a few days in advance of the time and date of your arrival in Kazan, as well as your flight/train/car number, we will arrange to meet you either at the airport or the railway station.

Accommodation

The following types of housing are available to international students:
Dorms/student residences
Off-campus apartments
Host family stays

Housing is not included in the cost of the program.
Students should expect to pay as follows for each type of housing available:

Dorms/student residences (about $ 10 per month).

To our regret, in 2008/2009 academic year for lack spare accommodation facilities,
we cannot offer dormitory placement.

Normally, dormitory housing is offered to those participating in main academic programs. In exceptional cases, it can be made available to students participating in programs at least one semester in length. Dormitory housing is not expensive, but living conditions there are rather austere: two or three persons to a room, eight rooms on each floor, one kitchen, two toilets, shower in the basement. Students cannot select their rooms. The number of rooms is limited, and, therefore, early applications will be given priority. In addition, some students may be uncomfortable with the rather strict dormitory rules. Those students who suspect that they may not be able to tolerate such rules should consider Off-campus apartments or Family stay from the the start.


Off-campus apartments. Rent amounts depends on the location, size and condition of the apartment. As a rule, apartments offered for rent are supplied with furniture and basic household appliances (refrigerator, TV, telephone). Current average prices start at RUR 8,000 for one-room apartments and 10,000 for two-room apartments. Telephone charges are not included in the rent.

Family stay. The best choice in terms of improving language proficiency is staying with a host family. KSU offers family stays with host families that have been accommodating international students for many years. The recommended price is 10,000 RUR for one month. The price includes a separate room and breakfast. Additional services are arranged with the host family. Telephone charges are not included in the price.

Frequently, University visitors who arrive for a lengthy stay choose so-called “mixed” accommodation, meaning that they stay with host families for the first month or two, after which period we assist them to rent a room or apartment. This model of accommodation eases the process of adjusting to the Russian lifestyle.

Please remember:

Our accommodation services are free for students.
Upon receiving your housing application, KSU will provide you with an apartment option. After you arrive in Kazan, you will decide whether it is acceptable.
KSU can provide you with a maximum of two apartment choices.*
If you do not accept either of the apartments, you will have to arrange accommodation yourself.
The KSU Admissions Office does not discuss accommodation issues through correspondence; for this reason, please provide all the necessary information in the application form.
At least two weeks prior to your arrival in Kazan, you will be informed of the type of accommodation that KSU has reserved for you and where you should go after your arrival.
Accommodation is not included in tuition fees. The students must individually arrange for accommodation with either the dormitory administration or a host family. In accordance with immigration law, students are required to register at their place of residence.
Please do not be concerned if you don not find the accommodation information you receive to be acceptable. All problems can be solved quickly upon your arrival in Kazan.

If the Housing application is not filled out, you will be responsible for securing accommodation without our assistance.

Cost of living

Your expenses depend, of course, on your lifestyle. If you cook for yourself, it will cost you about 3000-4500 Russian Rubles a month to buy food. If you live with a family, you spend less on food. Stores and markets in Kazan provide a wide variety of familiar foods at affordable prices. Please note that the cost of living in Kazan is still lower than in Moscow or St. Petersburg.

Clothing

The climate is moderate-continental, with occasional draughts. Average temperature is -13C during the coldest month of the year (January) and +19C during the warmest month (July). Average annual precipitation is 460-520 mm. Vegetation period lasts about 170 days. Be certain to bring warm winter clothes if you plan to stay in Kazan between November and April; if bringing warm clothing is impossible or inconvenient, you can buy everything you need in Kazan. The swimming season starts in May or early June.

Medical card

All individuals who plan to stay in Kazan for three months or longer must undergo a medical examination (including an HIV Blood Test) and obtain a certificate indicating that their health permits them to stay in the Russian climate. If health reasons prevent an admitted candidate from studying in the Russian Federation, he/she will have to leave Russia. The health certificate must indicate that the applicant has no contraindications for study abroad. This Certificate should also include info chronical diseases.
The health certificate must be issued by an official medical institution of the visitor’s country of residence. English or Russian translation of the certificate is required.
The HIV test should be completed no earlier than a month before entering Russia.

Insurance/health care

Physical and mental health services

First aid is available at the KSU medical point.
The KSU Health Science Center has a counseling and adjustment diagnostics service.

Computer service

Kazan State University has a wide computer network with constant access to Internet. All the Faculties of the University have their own local networks.
Six computerized classrooms and all university departments have over 500 computers (“Wintel”, usually). The basic operational environment is NetWare 5.0. Local systems are Windows 98/2000. Office systems are MS Office.

Access to network resources is free. Every student may receive his own electronic and network addresses. International Office has a computerized classroom for foreign visitors of the University.
University libraries
Access to university libraries is free.

Exercise/sports facilities

Full-tiime students of 1st and 2nd year have to attend physical training classes.
Besides, all student can attend various sports gyms for an extra fee. Average monthly gym fee is RUR 600.

Sightseeing tours (optional)

A Cultural program is a part of your study. You will see museums, exhibitions, monuments and historical places in and around Kazan. You will also have bus and boat tours. The total cost of all excursions an RUR 1500.
